l RESPONSE TO NOTICE OF VIOLATION In_spection Report 96-008 i
VIOL,ATION:
During an NRC inspection conducted on June 24-27,1996, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," (60 FR 34381; June 30,1995), that violation is listed below:

Contrary to the above on June 26,1996, the inspector determined by observation, that GPU Nuclear, Inc. failed to ensure that vehicles were being properly searched prior to granting protected area access. Specifically, the first three vehicle searches observed by the inspector, required the inspector to point out to the search omcer, areas on the vehicles that were not properly searched.

GPU Nuclear, Inc., concurs with the violation.
REASON FOR VIOLATION The cause of the violation was personnel error on the part of the Security Omcer conducting the vehicle searches in question.
CORRECTION ACTIONS TAKEN AND RESULTS AClllEVED l
Upon identification of the concern, the three (3) vehicles were thoroughly searched. The Security l
Omcer who conducted the inadequate searches was relieved of vehicle search duties. The omcer was subsequently retrained and requalified.

CORRECTIVE STEPS TAKEN TO AVOID FURTHER VIOLATIONS The Security Manager issued a memorandum stressing the importance of thorough vehicle searches. This memorandum was issued as " Required Reading" to all security personnel.
The Security Training and Qualification (T&Q) proficiency examination relating to vehicle searches has been enhanced. The revised examination provides a more detailed assessment of an individual's ability to properly search a vehicle. All security personnel who are assigned vehicle search duties will be requalified using the revised examination by October 31,1996.
DATE WHEN FULL COMPLIANCE WAS ACHIEVED Full compliance was immediately achieved on June 26,1996.
