Palo Verde Nuclear Generating Station (FVNGS)
Units 1,2, and 3 Docket Nos. STN 50-528/529/530 Emergency Plan Implementing Procedures Update in accordance with 10 CFR 50, Appendix E.V, enciosed please find copies of PVNGS Emergency Plan implementing Procedures (EPIPs) which have been superseded by Detail Procedures (DPs) to the Emergency Plan. The procedures included with this transmittal are indicated on the enclosed list. Also included for your information are the Instructional Guides (IGs) referenced in the corresponding DPs and a complete listing of the DPs (Procedures index).
This letter also fulfills the 10 CFR 50.47(b) requirements for the onsite and offsite emergency response plans to meet the standards listed in 10 CFR 50.47(b) by the enclosed Revision 1 to the PVNGS Emergency Acti.>n Level (EAL) Technical Bases (previously named the EPIP-02 Technical Bases) and the 10 CFR 50.54(q) reporting requirements for submittal of a report of a change that does not decrease the effectiveness of the Emergency Plan. These changes are identified in the List of Effective Pages in Revision 1 to the PVNGS EAL Technical Bases.
The enclosed DPs and/or IGs contain information considered private or proprietary (including names and internal telephane numbers). In accordance with Generic Letter No. 81-27, the specific information has oeen bracketed on the DPs and/or IGs.
Arizona Public Service Company (APS) requests that this information be considered confidential and withheld from public disclosure pursuant to 10 CFR 2.790(a) and 10 CFR 9.17(a).
By copy of this letter, APS is forwarding two copies of the enclosures to the NRC Region IV Office. Copies of the DPs, IGs, and EAL Technical Bases, are provided to the NRC Resident

inspectors' Office as an update to the' assigned controlled procedures.
