License Amendment Application to Revise Technical Specifications Regarding Definitions, Applicability Bases, Containment Spray System and Containment Isolation Valves for Conversion to a 24 Month Fuel Cycle Ladies and Gentlemen:

Enclosed is an application for an amendment to the Davis-Besse Nuclear Power Station (DBNPS), Unit Number 1 Operating License Number NPF-3, Appendix A, Technical Specifications. The proposed changes involve: Technical Specification (TS) 1.0, Definitions; TS Bases 3/4.0, Applicability; TS 3/4.6.2.1, Containment Systems - Depressurization and Cooling Systems - Containment Spray System; and TS 3/4.6 3.1, Containment Systems - Containment Isolation Valves.

The proposed changes would add a new TS definition 1.42, defining a " Refueling Interval" as a period of time s 730 days, and make associated changes to TS Bases 4.0.2, Applicability. The proposed changes would also modify the present-ly specified 18 month surveillance frequencies in TS Surveillance Requirement (SR) 4.6.2.1.b and SR 4.6.3.1.2 to new specified frequencies of once each Refueling Interval. These changes are in accordance with the NRC guidance provided by Generic Letter 91-04, " Changes in Technical Specification Surveil-lance Intervals to Accommodate a 24-Month Fuel Cycle," and will support conver-sion of the DBNPS from an 18 month to a 24 month fuel cycle.

The DBNPS is commencing longer fuel cycles during the current Cycle 11. This j [

license amendment application is the first of several applications which will be submitted in the next several months in support of the 24 month fuel cycle }

conversion. These applications are being submitted to the NRC as a Cost Bene-ficial Licensing Action. As will be demonstrated in each license amendment O\

application, the proposed changes will not adversely impact safety. The pro-posed changes will provide an estimated cost savings of $24 million over the DBNPS's remaining operating life.
