Enclosed is an application for an amendment to the Davis-Besse Nuclear Povs. Station (DBNPS), Unit Number 1, Operating License Number NPF-3, Appendix A Technical Specificatione tTS). This application requests l
revision of TS 3/4.5.2, Emergency Core Cooling Systems -- ECCS l
Subsystems - T 2 280' F; TS Bases 3/4.5.2 and 3/4.5.3, Emergency l
CoreCoolingS$Efems-ECCS Subsystems; and TS Bases 3/4.6.2.1, Containment Systems - Depressurization and Cooling Systems -
Lontainment Spray System, to reflect the proposed de-energization of the Borated Water Storage Tank (BWST) outlet isolation valves DH-7A and DH-7B in their open position, during operational Modes 1, 2, 3, and 4.
This change vould allov the restructuring of the minimum shift crew composition for a Control Room fire since the required fire protection safe shutdown duties of one equipment operator would be substantially reduced. The remaining fire protection safe shutdawn responsibilities of that equipment operator could be assigned to aimther on-shif t h-t operator.
No change is necessary to the TS-required staffing of the BO minimum shift crew composition (TS 6.2.2a) or the. fire brigade (TS C.
6.2.2f).
(Note: The NRC has issued License Amendment Number 174 H"
(September 22, 1992) deleting TS 6.2.2f.
However, this deletion is not l

Docket Number 50-346 License Number NPF-3 Serial Number 2084 Page 2 As a related change, Surveillance Requirement 4.5.2.d.2.b is proposed to be revised to reflect the testing of the valves' interlocks only during times of energization.
The above approach vas discussed in a meeting between Toledo Edison and the NRC Staff (Messrs. J. Hopkins and F. Orr) on May 14, 1992 at the NRC's Rockville, Maryland offices.
The proposed change Ior valves DH-7A and DH-7B is similar to a TS Bases change r viding valves DH-9A and DH-9B (the Containment Emergency Sump recircid valves) accepted by the Nuclear Regulatory Commission (NRC) in.

Toledo Edison requests that the NRC approve this application by June 1, 1993.
