I Enclosed are the following:
1.
An application for amendment to the-above licenses to revise the Limiting Condition for Operation 3.9.4,
" Containment Building Penetrations," and associated Bases.
2.
Documents designated Attachment A,
B, and C which set forth, respectively, the change in the technical specifications, the safety analysis (including the no significant hazards evaluation),
and the typed replacement technical specification pages.
This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee and was determined to be safe based on the attached safety analysis.
The proposed amendment is a direct result of a commitment made in our reply to notice of violation dated July 16, 1992.
In our reply, we committed to submit a
change request to address the use of temporary containment seals by November 30, 1992.
The requested target cate for approval of this proposed change is April 10. 1993.
