APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission (NRC), the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed Amendment to appendix A of Facility Operating License No. DPR-59 is required to reduce the number of surveillance tests for the emergency diesel generators.
This Amendment revises Sections 3.5.A.2, 3.5.A.3(a), 4.5.A.2 and 4.5.A.3(a) (page 114),
3.5.A.3(b) and 4.5.B.3(b) (page 115), 3.5.B.4 and 4.5.B.3 (page 116), 4.9.B.5 (page 217) and the Bases on page 126.
These changes would: delete the requirement for the operability of the emergency diesel generators to be demonstrated when subsystems of the emergency core cooling or containment cooling system are declared inoperable; remove the diesel generatore from the Limiting Conditions for Operation for these systems; and, reduce the surveillance test requirements.
The proposed Amendment also includes administrative changes on pages 115a, 116 and 117.
