APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U.S. Nuclear Regulatory Commission, Duquesne Light Company hereby requests that the technical specifications set forth in Appendix A to this license be amended to allow the spent fuel pool storage capacity to be increased to 1625 storage cells.

The proposed techni al specification change is set forth in Attachment A to this application. A safety analysis and no significant hazard evaluation is set forth in Attachment B. Typed replacement pages for the technical specification are included in Attachment C. A licensing report is provided in Attachment D. Based on the guidance provided by the Commission, the proposed changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that Appendix A to the operating license be amended in the form attached hereto as Attachment A. ,
