Attached please find a report describing a Notification of Unusual Event at the Palo Verde Nuclear Generating Station (PVNGS) related to an explosion and fire in tha switchyard. This report is prepared and submitted pursuant to Table 5.1-1 of the PVNGS Emergency Plan. By copy of this letter we are also forwarding a copy of the report to the Regional Administrator of the Region V Office and other offsite authorities.

,j l At 1504 MST on April 23, 1985, the NRC Operations Center was notified, via
, the Emergency Notification System, of the declaration of a NOTIFICATION OF
' UNUSUAL EVENT for Unit 1 of the Palo Verde Nuclear Generating Station (PVNGS).
The NOTIFICATION OF UNUSUAL EVENT was required by the Emergency Plan I
Implementing Procedure (EPIP) - 02, that requires reporting of, " Explosion near or on site."
A current transformer, associated with one phase of the Unit 2 output, circuit, was the source of the explosion. The current transformer was 3
undergoing initial testing that was being conducted by Salt River Project Agricultural Improvement and Power District (SRP). At nc time was the e

Unit 1 electrical network compromised.
At approximately 1435 the explosion, and resulting fire, occurred in the switchyard associated with PVNGS that is owned by SRP. The switchyard is approximately one-half mile southeast of the Unit 1 Containment Building and is located outside the Protected Area.
Bechtel Power Corporation and PVNGS fire brigades responded to the fire and it was extinguished at approximately 1510. At 1519, the NOTIFICATION 0F UNUSUAL EVENT was terminated.
There was no effect on the operation of
