In response to your letter dated February 20, 1985, and in accordance with 10 CFR 2.201, the attached reply addresses the Notice of Violation which was included as Appendix A with the referenced Inspection Report.

Since the Reply to Notice of Violation contains safeguards information subject to 10 CFR 73.21, it is my understanding that the enclosure to this letter will not be placed in the Public Document Room and will be distributed pursuant to 10 CFR 73.21(c).
