Oyster Creek Nuclear Generating Station Docket No. 50-219 NUREG 0737, Item II.B.3 Post Accident Sampling System The purpose of this letter is to request an extension to the June 17, 1983 Confirmatory Order regarding the operability of our Post Accident Sampling System (PASS).

In preparation for drawing reactor coolant samples from the recirculation system and the liquid poison system, it was determined that valve V-24-29 leaks past its seat. The valve required isolation in accordance with Technical Specifications to ensure preservation of containment integrity.

Also, the sample path from the Shutdown Cooling System requires lower pressures and temperatures than operating plant conditions will allow. In the area of gas sample analysis a concern has arisen regarding moisture on filter cartridges that is being investigated. However, except for the foregoing, it is our firm belief that the system will be fully operational by April 29, 1985. This includes fulfilling our comm'.uents as supplied in our March 6, 1984 response to your eleven (11) criteria.

Because of the above circumstances, GPUN requests an extension until the next shutdown, or at the latest, the outage currently scheduled for October 1985.

At that time, V-24-29 will be repaired. Additionally, this extension will be used to increase the proficiency of plant chemistry technicians in drawing and analyzing samples and in resolving the gas sample issue.

In any event, should we have to call upon PASS in the interim under emergency conditions, we should be able to obtain required samples and perform required analyses.
