Subject:

Deaver Valley Power Station, Unit No. I Docket No. 50-334, License No. DPR-66 Proposed Operating License Change Request No. 191, Revision 1 (TAC No. M80559)

Enclosed are the following:

1. An applicaticn for amendment to the above license to change the overpressure protection system enable temperature to 329'F.
2. Documents designated Attachment A, B, C and D which set forth,
  • respectively, the change in the technical specifications, the safety analysis (including the no significant hazards evaluation),

the typed replacement technical specification page, and a Westinghouse report which provides the basis for the proposed change.

In addition, this letter documents a correction to the Westinghouse report, "Duquesne Light Company Beaver Valley Unit 1 Life Attainment Plan" provided with the original proposed change dated July 15, 1991. A transposition error was identified in Table 1.1, Page 1-3 of the report where the nickel values for the longitudinal and circumferential welds were reversed. Therefore, ter longitudinal weld 305424, the nickel value is 0.61; and for circumferential weld 90136, the nickel value is 0.07. A copy of the revised page is provided in Attachment E for inclusion in your copy of the report.

Please note that this revision changes the enable temperature value from that previously submitted in our original proposed change dated July 15, 1991. All other requested changes originally docketed for this TAC item remain as submitted.

This change has been reviewed by the Onsite safety Committee and Offsite Review Com tee and was determined to be safe based on the .

attached safety analy-tu.
