Gentlemen:
References 1 and 2 transmitted License Amendment Request LAR-92-002 to the NRC for including Unit 2 into the CPSES Unit 1 Technical Specifications.
Reference 3 provided TU Electric with the Final Draft combined Units 1 and 2 Technical Specifications incorporating Unit 2 into the Unit 1 Technical Specifications.
In addition, Reference 3 requested that TU Electric certify by November 2, 1992, that the Final Draft combined Units 1 and 2 Technical Specifications accurately reflect the as-built plant and the Final Safety Analysis Report. TU Electric requested and received a short extension of time to the required certification data via, telephone call between D. R.
Woodlan of TV Electric and B. E. Holian of the NRC staff.
The adequacy and accuracy of the Final Draft combined Units 1 and 2 Technical Specifications for CPSES have been established through the attention, involvement, and interaction of the NRC and TV Electric.
Furthermore, TU Electric has conducted a Technical' Specification Review Program to confirm the accuracy of the combined CPSES Technical Specifications. This program involved licensing, operations and engineering participation in a comprehensive review to verify that the Final Draft combined Units 1 and 2 Technical Specifications are correct and fully applicable to CPSES Unit 1 and Unit 2.
i Our iechnical Specification Review Program has identified corrections to the Final Draft combined Units 1 and 2 Technical Specifications that are required to reflect LAR-92-002 and to adequately and accurately (as it will be upon completion of the design modifications in progress) reflect the CPSES Unit 2 as-built design. These corrections have been noted in 9211090123 921104 PDR ADOCK 05000445 I

FSAR Amendment 87 and the TRM revision 9 are presently scheduled for1 issuance on December 18, 1992. The FSAR and TRM as being revised, will be consistent with the. corrected Final Draft Units 1 and 2 Technical Specifications.
Related calculation revisions will be completod by that time. Design Basis Documents (DBD) are being updated as part of normal DBD update and maintenance.
The NRC has identified three areas where-the Final Draf t combined Ur.its 1 and 2 Technical Specifications could be updated to reflect current staff positions and regulations. First, the staff has identified that due to.
recently revised regulations in 10CFR50, Surveillance Requirement 4.0.5a.
references are outdated.- The applicability of the revised 10CFR50-requirements for implementation of this Surveillance Requirement-is.
however, clear to TU Electric.
Second, the NRC has pointed out that Description 5.3.1 allows for vacancies to be substituted for a limited number of fuel rods in fuel assemblies.
TV Electric acknowledges that.NRC.
approval of the specific methodology is required prior _to using this-option.
In addition, the staff has pointed out that Description 5.3.2' allows'for the-option of using controls rods with hafnium or silver / indium / cadmium absorber material.
TV Electric has chosen to use the silva / indium / cadmium option in; both Units 1 and 2.
Hafnium is not used in CPSES Unit'l and is not planned for use in Unit 2.
The NRC may update these portions of the Technical Specifications if the staff so desires.
As-requested by'your letter of September 9, 1992, this letter affirms and certifies that to the best of my knowledge with the_ corrections noted abovo, the Final Draft combined Units 1 and-2: Technical Specifications transmitted' by reference 3 accurately reflects the as-bui_1t plant (as it will'be upon completion of design modifications and testing in progress) and-the FSAR-(as it-Will be after the changes scheduled to be provided in Amendment l87).
