" Phase-Out of Fuel Channci Reuse'
Reference:
GPUN Letter C321-92-2098/5000-92-3017 dated April 2, 1992, "0yster Creek fuel Channel Bowing".
In the referenced letter, GPU Nuclear stated "
,tne impact of large bowed reu* sd channels to the Oyster Creek channel reuse program has not been de' ;rmined. A study -to identify a channel management prog-tm which will minimize -the development of large bows has been initiateL.*
In addition, GPU Nuclear committed to "... inform the NRC of fuel channel reuse at Oyster Creek for cycle 14 and beyond prior to the next refueling."
GPU Nuclear nas since completed the study to identify a cnannel management i
program which woul? control the !avelopment of large channel bows. Our channel measurements. and tne bow model prediction code confirm that reused channels exceeding 60 GWD/MTU will develop excessive bows. The study concluded that larqe bows-in reused channels cannot be avoided without sionificantly affecting_Ie i economy. Consequently, fuel channel reuse at Oyster Creek will be phased out.
commencing with the next refu'eling, cycle 14.
The channel euse phase-out' effectively commenced in cycle 13 when only eight (8)-
channels we e reused on new fuel bundles instead of the anticipated 50. Channels will no loager be reused on-new fuel and the reused channel phase-out will_.be
- ccmpleted at the _end-of-cycle 15, currently planned for November,1996.

Fuel channels that ara projected to exceed 60 GWD/MlU will be replaced. GPU Nuclear will continue io calculate an oply the channel bow CPR penalty in accordance with NRC Bulletin is,. 90-02 ar,
s described in the GPU kuclear letters of May 21, 1990 and July 20, 1990.
