My present posit ion is Emergency Management Program Specialist for the Fe 3 era 1 Emergency Management Agency.

Included among my responsibilities is the radiological emergency planning liaison function between FEMA Region IV and the States of North and South Carolina.

In this position, I am responsible for the review of radiological plans and preparedness for the State of North Carolina and the State of South Carolina and for the local governments within those States.

I have held this position since December 1981.

I have been employed by FEMA since July 1978.

I have personal knowledge of the matters discussed herein and believe them to be true and correct.

I make this affidavit in response to Contention EPJ-4 (d).

Contention EPJ-4 (d) states:

Section E4d of State Procedures (p. 47) is defi-cient because --

Most parents would demand to pick up their children at school.

The chaos at every school in the area would require all local law enforcement officers and several county officers to contain.

This fac-tor is not mentioned in the plan.

FEtiA guidance does not require the ERP to contain provisions treat-ing the possibility of parents demanding to pick up their children at school.

However, as Mr. Pugh explains in his affidavit, the EBS messages woulil inform parents that their children are being i

transported to shelters outside the EPZ and that parents could pick up their school children at chose predesignated points.

It is difficult to conceive of parents going to a location where they have been told that their children are not present.

Rather, it would seem that parents would follow EBS instructions and go to the locations where the students are located or to which they are being transported.

FEMA staff and the RAC has found no inadequacies in the ERP regard-ing issues raised in intervenors contention EPJ-4(d).
