YlBQlNIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 1 INSERVICE INSPECTION PROGEAM RELIEF REQUEST North Anna Power Station Unit 1 is currently in the third period of its second ten year interval. The component examination program is conducted in accordance with ASME Section XI 1983 Edition, Summer 1983 Addenda. ASME Code Case N-460 has been )

incorporated in the Inservice Inspection Program as an altemative for examination coverage of class 1 and class 2 welds.

Seven examinations performed during the 1996 Refueling Outage did not achieve the j required examination coverage of ASME Code Case N-460 and the ASME Section XI i Code. Relief was requested for the first six examinations by letter dated June 13,1996,  !

(Virginia Electric and Power Company Serial No.96-274). Pursuant to 10 CFR 50.55a, paragraph g(5), relief is also requested from the examination coverage requirements of

ASME Section XI in accordance with attached Relief Request NDE-30. We are l submitting Relief Request NDE-30 for approval and inclusion in the current second  ;

interval program for North Anna Unit 1.

Justification for the proposed exemption from impractical examination requirements is provided in Relief Request NDE-30. This relief request has been approved by the North Anna Station Nuclear Safety and Operating Committee. If you have any questions or require additional information, please contact us.  !

IMPRACTICABLE CODE REQUIREMENTS The 1983 edition summer 1983 addenda of ASME Section XI Table IWB-2500-1, examination category B-J, item number B9.11 does not allow any limitations to the required volumetric or surface examinations. Code Case N-460, Altemative Examination Coverage for Class 1 and Class 2 Welds, allows a reduction in coverage, if it is less than 10%.

Ili. BASIS FOR RELIEF The component listed above has been examined to the extent practical as required by the Code. The Code required surface and volumetric examination coverage was reduced due to a component support which could not be removed. The scope of volumetric examination coverage completed for the above listed weld is listed in Table NDE-30-1. Figure NDE-30-1 is provided detailing the limitations experienced. Altemative components could not be substituted for examination due to the mandatory selection requirements of the Code.

IV. ALTERNATE PROVISIONS It is proposed that the examinations already completed at the reduced coverage be counted as meeting the Code requirements.
