The attachment to this letter provides an advance CPSES FSAR submittal to facilitate NRC Staff review of the subject area in support of licensing Unit 2.
The attachment is organized as follows:
1.
A description / justification of each change, 2.
A marked-up copy of the revised FSAR pages (changes are indicated in the margin by the word " draft").
The attached material will be incorporated in CPSES FSAR Amendment 87 which is currently scheduled for December, 1992.

too restrictive and unnecessary to meet the technical specification _ requirements.
The changes-are consistent with the Unit I technical-specification requirements foi the different modes-of operation. This_ change.specifically identifies-the-electrical lineup:on Units,1 and 2 for-Unit 2 preoperational testing when-Unit 1:is'in modes Sjor 6.-

The descriptions should address both normal and emergency power distribution systems.
Provide assurance that crossties will not exist which could cause loss of emergency bus power to one unit due to testing of the other unit.
R423.19 for Unit No. 2 equipment required to be energized prior 68 to completion of Unit 1 preoperational testing,-the Unit-No. 2 electrical lineup will be as follows:
6.9kV buses 2EA1 & 2EA2 preferred source Startup Transformer XST1 6.9kV Buses 2EA1 & 2EA2 alternate source - Startup 68 Transformer XST2 6.9kV Buses 2A1, 2A2, 2A3, & 2A4 source - Startup 68 Transformer 2ST, or backfeed through 2MT1, 2MT2 and 20T The electrical. lineup for both units during Unit No. 2 preoperational testing will be as follows:
Unit No. 1 If Unit 1 is in Modes 1, 2, 3,.or 4, the A.C. and-D' RAFT D.C. electrical power sources for Unit I will meet the requirements of Unit 1 Technical Specification 3.8.1.1'and 3.8.2.1 respectively and the Unit.1
-electrical distribution system will satisfy Techr.ical Specification 3.8.3.1.

PACE 3 oF 4 CPSES/FSAR If Unit 1 is in Mode 5 or_ Mode 6, the A.C. and ORAFT 0.C. electrical power-sources for Unit I will meet' the requirements of Unit 1 Technical Specification 3.8.1.2 and 3.8.2.2 respectively and the Unit 1 electrical distribution system will satisfy Technical Specification 3.8.3.2.
If Unit 1 is not in any of the modes 1-through 6 DRAFT (i.e., no fuel in the Unit I reactor vessel) the Unit 1 electrical distribution system will be configured as necessary to ' support Unit 1 activiites. Appropricte precautions will be taken to ensure spent fuel pool water levels is maintained as required by Technical Specification 3.9.10.
