DOCKET NOS. 50 445 AND 50-446 TRANSHITTAL OF FIRE PROTECTION REPORT, REVISION 12 Gentlemen:

TU Electric, the owner of CPSES Units 1 and 2, herewith submits Revision 12 of the CPSES Fire Protection Report (FPR).

Enclosed are the following documents:

Fire Protection Report 1 signed original Revision 12 and 10 copies A page by page description of the changes is attached.

The group number assigns a level of significance for each change made to the Fire Protection Report consistent with TU Electric's letter TXX 88467 of June 1, 1988.

In addition, all changes have been reviewed ur der the TU Electric 50.59 process and found not to include any "unreviewed safety questions".

Pages which do not have technical changes but are included in the revision (because a change shifted the existing material to another page or because only editorial changes were made to the Fire Protection Report) are not discussed in the enclosure "CPSES FPR Revision 12 Detailed Description".

These changes will not adversely affect the ability to achieve and maintain safe shutdown in the event of a fire.

FPR Revision 12 is being issued on July 19, 1996, and will be executed at 12:01 AM CST on August 1, 1996.

sheets 43 thru 47 Table (a) Revises the Table 3 of FPR section IV to reflect testing, inspection and compensatory measures for additional fire hose stations that protect safety related equipment areas.

(b) Adds to table the fire hose station CPI-FPFEEll-01 servicing the Electric Control building fire zones 43,44,47,149 and 150 and hose stations CPI-FPFETil-21 & CP2-FPFESil-15 servicing units 1 & 2 Turbine building switchgear rooms to protect fire safe shutdown equipment and safety related equipment areas; adds fire zone 21g in the Auxiliary building to reflect additional coverage by hose station CPX-FPFEXII-10; adds fire zones 110 in Unit i Turbine building and 210 in Unit 2 Turbine building to reficct coverage respectively by hose stations CPI-FPFETii-24 and CP2-FPFETil-07.

(d) Corrects error in elevation level pertaining to fire hose stations CPI-FPFESil-20, CP2-FPFESil-20 & CPX-FPFEXII-10 and other typographical error as well as rearranges specific hose stations in the table.

Update (a) This addition of the fire hose stations in the table is conservative since i

these pertain to equipment areas extended beyond the areas of fire safe shutdown equipment.

(b) Fire hose station CPI-FPFEEll-01 is added to the table because it was inadvertently missed in the table. Addition of other hose stations and fire zones for coverage in units 1 & 2 is conservative.

1 (c) The fire zones 68 and 75 in the Electric Control building are properly covered by the respective hose stations CPX-FPFEEll-03 (for 68), and for fire zone 75 by CP2-FPFEEll-04, CPI-FPFEEII-07 & CPI-FPFEEll-03.

(d) These changes are of editorial nature.
