-ADMINISTRATIVE CONTROLS PROCENURES AND PROGRAMS (Continued) 6.8.4 h. Diesel Fuel Oil Testina Proaram I ,

A diesel fuel oil testina otoaram to implement reauired testina of both new fuel oil l

and stored fuel oil shall be established. The oroaram shall include samolina and j testina reauirements. and acceptance criteria. based on the aoolicable ASTM  !

Standards. The purpose of the proaram is to establish the followina:

1. Acceptability of new fuel oil for use orior to addition to the storaae tanks by determinina that the fuel oil has: I i
a. An API aravity or an absolute specific aravity within limits.

)

b. A flash point and kinematic viscosity within limits for ASTM 2D fuel oil. I a.gd
c. Either a clear and briaht appearance with oroper color or a water and sediment content of less than or eaual to 0.05 volume cercent. l l
2. Other properties for ASTM 2D fuel oil are within limits within 30 days followina l SamDlina and addition to the storaae tanks: and
3. Total oarticulate concentration of the fuel is less than or eaual to 10 mall when tested every 31 days (i 25%) by a test based on ASTM D-2276. Method A-2 or A-3.

With stored fuel oil total particulates not within limits. the fuel oil shall be restored to within limits in 7 days.

A successful test of diesel generator OPERABILITY per Surveillance Requirement 4.8.1.1.2a.4 performed under this ACTION statement satisfies the diesel generator test requirement of ACTION statement a or b.

. d. With one diesel generator inoperable, in addition to ACTION b. or c. above, verify that:

(1) All required systems, subsystems, trains, components, and devices that depend on the remaining OPERABLE diesel generator as a source of emergency power are also OPERABLE, and i.'

(2) When in MODE 1,2, or 3, the steam-driven emergency feed pump is OPERABLE.
