ADMINISTRATIVE CONTROLS 6.2.3 INDEPENDENT SAFETY ENGINEERING GROUP (ISEG)
FUNCTION 6.2.3.1 The ISEG shall function to examine unit operating enaracteristics, NRC issuances, industry advisories, Licensee Event Reports, and other sources of unit design and operating experience information, including units of similar design, which mey indicate areas for improving unit safety.
The ISEG shall make detailed recommendations for revised procedures, equipment modifications, maintenance activities, operations activities, or other means of improving unit safety to the Director Operations Support and Assessment.
l COMPOSITION 6.2.3.2 The ISEG shall be composed of at least five, dedicated, full-time engineers located on site.
Each shall have a bachelor's degree in engineering or related science and at least 2 vears professional level experience in his field, at least 1 year of which experience shall be in the nuclear field.
RESPONSISILITIES 6.2.3.3 The ISEG shall be responsible for maintaining surveillance of unit activities to provide independent verification
- that these activities are performed correctly and that human errors :re reduced as much as practical.
AUTHORITY 6.2.3.4 The ISEG is an onsite independent technical review group that reports to the Director Operations Support and Assessment.
The ISEG shall have the l
authority necessary to perform the functions and responsibilities as delineated above.
RECORDS' 6.2.3.5 Records of activities performed by the ISEG shall be prepared, main-tained, and forwarded each calendar month to the Director Operations Support and Assessment.
6.2.4 SHIFT TECHNICAL ADVISOR 6.2.4.1 The Shift Technical Advisor shall provide advisory techt. cal support to the Shif t Supervisor in the areas of thermal hydraulics, reactor engineer-ing, and plant analysis with regard to the safe operation of the unit.
The STA shall meet the requirements of either Option 1 or 2 as shown below; a.
Option 1 - Combined SRO/STA Fosition.
This option is satisfied by assigning an individual with the following qualifications to each operating shift crew as one of the SRO's required by 10 CFR 50.54(r.) (2) (i):

6.2.3 Indeoendent Technical Reviews FUNCTION 6.2.3.1 Independent technical reviews shall be conducted to examine plant operating characteristics, NRC issuances, industry advisories, Licensee Event Reports and other sources of plant design and operating experience information which may indicate areas for improving plant safety.
COMPOSITION 6.2.3.2 A minimum of five, full-time engineers sl.all be dedicated to perform the independent technical review functions described herein.
Each shall have a Bachelor's Degree in Engineering or Physical Science or equivalent and at least two years professional level experjence in his/her field.
BESPONSIBILITIES 6.2.3.3 Independent technical review responsibilitics shall encompass surveillance to independently verify
- that these activicios are performed safely and correctly and that human errors are reduced as much as practical.
AUTHORITY 6.2.3.4 Individuals assigned the authority to perform the functions and responsibilities delineated above shall make detailed recommendations for revised procedures, equipment modifications, maintenance activities, operations activities,-or other means of improving urait safety.

6.2.3.5 Written records of tne activities described above shall be maintained.
Recommendations for improving unit safety shall be forwarded each calendar month to the Director of Nuclear Safety.
