50-260 50-296 BROWNS PERRY NUCLEAR PLANT (BFN) - RESPONSE TO'NRC SUPPLEMENTAL SAFETY EVALUATION ON THE CONFORMANCE OF BFN WITH THE STATION BLACKOUT (SBO) RULE On September 16, 1992, NRC issued a Supplemental Safety Evaluation (SSE) addressing TVA's revised SB0 coping strategy for "FN multi-unit operation.

In this SSE, the NRC concludes that TVA's proposed methodology for coping with an SB0 event at BFN Units 1, 2, and 3 conforms with the SB0 rule.

The SSE also accepts TVA's responses to recommendations provided in the NRC's initial SB0 Safety Evaluation (SE) for BFN transmitted by letter dated July 11, 1991. The September 16 letter provides the formal notification required by CFR 50.63(c)(3) and requires T'IA to submit within 30 days a schedule tor implementing its proposed equipment and procedure modificati.sna pursuant to 10 CFR 50.63(c)(4). TVA's implementat. ion schedule for Units 1,-2, and 3' is provided below.

With respect to BFN Unit 2, the unit came into compliance with the SB0 rule in May 1992 using the coping strategy pr aiously accepted by the NRC's initia1' Safety Evalaation (SE). TVA will!make the necessary procedure changes to comply with the SB0 rule using the revised coping-strategy prior to restert from the' Unit 2 Cycle 6 outage.(scheduled to start January 1993). No equipment. modifications are required for SB0 compliance during single unit operation.

As requested, TVA will infttm NRC in writing when SB0 modifications (equipment and procedures) for Units 1 and 3 have been fully implemented.
