6 U.S. Nucicar Regulatory Commission Page 2 Pctober 6, 1992 grat:ted approval of TVA's proposed TS Change 90-12 for increasing SQN's maximum enrichment of fuel to 5.0 weight percent U-235. NRC noted in the Reference 2 letter that TVA's proposed t.htnge for inentporating the provisions provided in GL 90-02 were still under staff review and would be the subject of a future letter.

On July 31, 1992, NRC issued Supplement 1 to GL 90-02 (Reference 1) that modified the guidance previously provided in GL 90-02.

The sodified guidance provided in the supplement clarified the intended limitations for fuel assembly reconstitution.

Based on the modifiesi guidance in GL 90-02, Supplement 1, TVA is withd* awing the previously proposed TS changes associated w!th implementing the model TS from GL 90-02.

TVA is planaing to pursue a proposed TS change in at:cordance with GL 90-02, Supplement 1, at a later date.
