Director, Division of Rules and Records Office of Administration U. S. Nuclear Regulatory Commission ,

Washington, D. C. 20555 [

Dear Mr. Felton:

[r t

This letter is to request the NRC's consideration of the establishment of a local Public Document Room in Austin, Texas.

{

I understand that Mr. Hancock, the Director of the I Electric Utility for the City of Austin, has been in contact E

with Mr. Siedle in Arlington with the NRC and Ms. Souder in E your division concerning this matter, and their sugg*estion was that we communicate wath your office concerning our desire  !

for a local Public Document Room. j i

My interest in establishing a Public Document Room in '

E Austin, Texas centers around the need to be open and com=unicative [. .. ,L ,

with the public with respect to the construction and operation .

J of a nuclear facility. Austin is the academic center for the  !..

E-. i.-

University of Texas and its .80,000 students, as well as being F: =*:-

the Capital of the State of Texas. As a municipally-owned -'

i electric utility system, the City of Austin experiences an [

unusual public involvement in utility ma :ers. "~

The City of Austin is a sixteen percent par-icipant in -he [E South Texas Project , currently under constructien in P.a:2gorda County, near the Gulf of Mexico. As such, it is approximately I-160 = les from Austin to the Public :ocumen Roco !cca:ed in [.

The City of Austin has a very excellent professional s.

ary staff, and we would be very pleased to provide the 3

necessary facilities to accommodate and to control the materials '

required for the Public Document Room in the Austin downtown T' ~

Fublic Library. '

It is my unde.rstanding that Mr. Hancock has been in p. . .i J.~3. .,-

contact with Ms. Souder and has indicated to her that initially .,f .d. ; , ; .

we would like to start with the normal materials that appear in y' a normal local Public Document Room for those materials My -

associated with the project, after some certain mutually acceptable date. h.. . - .

f'TI h'e certainly understand that the NRC cannot provide local .. .

Public Document Rooms in all cities in the United States. I c . 5'w j,,[

feel that the City of Austin is unique in that it has been YTh;4..f extremely active, from a public point of view, with respect to the nuclear issue and, as a matter of fact, has gone through five public votes with respect to the nuclear issue and Austin's I'..* '.$' 5 'M ",,, . .. ,

participation .in the South Texas Project. It is important that

humanly possible, and I feel this is an unusual opportunity to 4.:i 1p$;/.F 7

I would like to take this opportunity to express' my appreciation for the straightforward and open manner in which Y "'.@ C .

SRC has been responding to our previous concems and questions N, 'J.?T-5 g . j and, in particular, the response of Mr. Siedle's office in 27 ;9.wk.9 I Arlington, Texas to my inquiries and to inquiries from other citi: ens in Austin relating to the South Texas Project. 3 [ *.
