Dear Mayor McClellan:

Thank you for your letter of May 7,1979, in which you request that the Nuclear Regulatory Commission (NRC) establish a second Local Public Document Room (LPDR) for the South Texas Project at the Austin Public Library, Austin, Texas. The proposed LPDR would be in addition to the one presently maintained at the Matagorda County Courthouse, Bay City, Texas, which would remain in effect.

In your letter you mention the "need to be open and communicative with the public with respect to the construction and operation of a nuclear facility."

The NRC recognizes this need also, and since 1971 has establisheo LPDRs to assist in this effort.

Because of our commitment to keep the publ N informed, and the interest expressed by the citizens of Austin, we will be pleased to establish a Local Public Document Room in the City of Austin.

As you suggested, Mrs. Jona Souder, Chief of the NRC's Local Public Document Room Branch, has been in contact with Mr. Hancock, and arrangements are being made to have the Austin Public Library serve as an Uditional LPDR for the South Texas Project. We are now in the process of reproducing copies of the records for this plant, and we will forward the records to the library within the next few weeks.
