occupation.

Q.3. What is the purpose of this testimony? 3-EE A.3. The purpose of this testimony is to address the is- g sues raised by LILCO's Additional Cylinder Block Testimony dated January 15, 1985. i

-4 Q.4. Do you believe that the cylinder blocks in EDGs 101 3

-e and 102 are suitable for use at a reduced load of 3300kW? __

=

4-A.4. No. First, both of those blocks have ligament C e,

cracks. FaAA's own analysis predicts that both ligament and j

_=

-iEE stud-to-stud cracks may initiate in those blocks even at the t reduced load level of 3300kW. 2 -

Second, the original EDG l'03 block developed circumferen- [

t, -

tial cracks. No tests have been performed which conclusively

==

establish that the EDG 101 and 102 blocks do not have circum- -

ferential cracks, and we are aware of no analysis that demon-

  • i strates that such cracks will not initiate at 3300kW. ]

Ci Third, FaAA has not undertaken a detailed crack propaga-tion analysis to ascertain with reasonable scientific certainty -i

^

the mechanics of the propagation of ligament, stud-to-stud and j circumferential cracks, nor to ascertain the rate of such crack d

=

propagation. There is, therefore, no assurance that such y 2

cracks would not develop and propagate sufficiently to cause Eg

blocks, because the test was performed on EDG 103 with a rcplacement block (i) manufactured with cast iron having a ten-oile strength substantially higher than that of EDGs 101 and 102 and (ii) with design changes including a substantially thicker block top than exists in EDGs 101 and 102. Indeed, the fact that LILCO chose to run the test on EDG 103 rather than cither 101 or 102 suggests that LILCO itself is concerned about the reliability of the original blocks in those two EDGs. Suc-c:ssful completion of the testing on either of those EDGs would h0ve resolved any issue concerning their reliability at the load levels tested.

Q.7. In 'the light of LILCO's additional testimony, do you balieve that measuring and strain gage monitoring of the indi--

cations in the cam gallery regions of the three EDGs is neces-cary?

A.7. Yes,-for the reasons stated by Drs. Anderson and Bush in their earlier testimony on the subject.
