20555 Joseph M. Farley Nuclear Plant Technical Specification Changes Associatt.d With Implementation of the New 10 CFR 20 Reauirements Gentlemen:
As part of Southern Nuclear Operating Company's strategy to facilitate implementation 4T the new 10 CFR 20 requirements-at Farley Nuclear Plant, a response to Nuclear Regulatory Commissian (NRC) Generic letter 89 01 was submitted on June 23, 1992.
Generic Letter.89-01 allows the procedural details contained in the-Radiological Effluent Technical Specifications (RETS)- to be relocated to the Offsite Dose Calculat'on Manual (0DCM) and tha Process Control Program (PCP) with appropriate programmatic controls being incorporated into the Administrative Controls Soction of the technical specifications. Accordingly, these programmatic controls will be used to revise the RETS requirementt located in the ODCM and PCP to reflect the new 10 CFR 20 requirements. However, the RETS requirements that will be relocated to the ODCM and PCP in accordance with Generic Letter 89-01 do not represent all of the technical specification requirements that are impacted by the new 10 CFR 20 requirements.
3 Proposed changes to the Farley Unit I and Unit 2 Technical Specifications are provided in Attachment I which represent the remai. ting scope of technical specification requirements that are impacted by the new 10 CFR 20 requirements. - Hand marked and revised typed pages of the proposed technical specifications are included in Attachment 1.
Several of the proposed technical :pecification changed pages submitted by Southern Nuclear Operating Company letter dated June 23, 1992, in response to Generic Letter-89-01 are also affected by the revisions to 10 CFR 20 Accordingly, the insertion instructions indicate which pages in the June 23, 1992 submittal have been superseded by this amendment request.
For completeness, ;.he affeted proposed technical specification chanaed pages also incorporate the Gera ic-Letter 89-01 changes.
The efore, it-is requested that a single li.bese amendment be issued which combines the effect of this submittal with tm June 23, 1992 submittal.
A safety assessment for the proposed technical specification changes is provided in Attachment 2.

The supporting environmental evaluation is provided in Attachment 4.
Based upon the evaluation provided, Southern Nuclear Operating Company has determined that pursuant to 10 CFR 51.22(c)(9), the proposed license amendment can be categorically excluded from the requirement to perform an environmental assessment or an environmental impact statement.
The Plant Operations Review Committee has reviewed and approved these proposed changes and the Nuclear Operations Review Board will review the::e proposed changes at a future meeting.
Southern Nuclear Operating Company requests that these proposed technical specification changes be approved by the NRC no later than December 1, 1992, to facilitate implementation of the new 10 CFR 20 requirements at Farley Nuclear Plant as early as January 1,1993.
As requested above, these proposed changes together with those submitted by Southern Nuclear Operating Company letter dated June 23, 1992, in response to Generic Letter 89-01 should be approved as a single license amendment.
As explained in our response to Generic Letter 89-01, the new 10 CFR 20 requirements may be implemented at Farley Nuclear Plant as early as January 1,1993, rather than January 1, 1994.
Based on the original published date of January 1, 1993, Southern Nuclear Operating Company has committed significant funding and ma'ipower resources to meeting that date.
Postponing implementation could have budgetary impacts and impose conflicts with manpower resource allocation.
in the event unforeseen circumstances delay implementation of the new 10 CFR 20 requirements past the January 1, 1993, date, it is requested that the conditions of the license amendment be made effective upon implementation of the new 10 CFR 20 requirements by Southern Nuclear Operating Company but no later than January 1,1994.
A copy of these proposed changes is being sent to Dr. Carole Samuelson, the Alabama State Designee, in accordance with 10 CFR 50,91 (b)(1).
