Response to Generic Letter 89-01 ,

Radioloaical Effluent Technical Specification Chanan Gentlemen:

On January 31, 1989 the Nuclear Regulatory Commission (NRC) issued Generic Letter 89-01, " Implementation of Programmatic Controls for Radiological Effluent Technical Specifications (RETS) in the Administrative Controls Section of the Technical Snecifications and the Relocation of Procedural Details of RETS to the Offsite Dose Calculation Manual (0DCM) or to the Process Control Program (PCP)." In Generic Letter 89-01, the NRC encouraged licensees to submit proposed changes to their plant technical specifications that would relocate procedural details on radioactive effluents and radiological environmental monitoring to the ODCM, and relocate procedural details on solid radioactive wastes to the PCP. Such actien would simplify the RETS, meet the regulatory requirements for radioactive effluents and radiological environ-mentti monitoring, and would be categorized as a line-item improvement to the technical specifications consistent with the Commission's Interim Policy Statement on Technical Specification Improvements.

Southern Nuclear Operating Company has reviewed the recommendations of Generic Letter 89-01 and has elected to implement the guidance contained therein.

Proposed changes to the Farley Unit I and Unit 2 Technical Specifications are provided in Attachment 1. Hand marked and revised typed pages of the proposed technical specifications are included in Attachment 1.

The affected technical specifications and their disposition are specifically described in the RETS cross-reference table which is provided in Attachment 2.

A basis and justification for the proposed technical specification changes is provided in Attachment 3.

The supporting significant hazards evaluation pursuant to 10 CFR 50.92 is provided in Attachment 4. Based upon the analysis provided, Southern Nucicar

, Operating Company has determined that the proposed changes to the technical specifications do not involve a significant hazards consideration as defined by 10 CFR 50.92.

Based upon the evaluation provided, Southern Nuclear Operation Company has determined that pursuant to 10 CFR 51.22(c)(9), the proposed license amendment can be categorically excluded from the requirement to perform an environmentc1 assessment or an environmental impact statement.

The revisions to the ODCM and PCP which will be implemented upon receipt of the license amendment are provided in Attachment 6 and Attachment 7, respectively. l They have been revised in accordance with Generic 1.etter 89-01. Additionally, .

the revised ODCM and PCP have been prepared in accordance with the proposed i changes to the Administrative Controls Section of the technical specifications i so that they may be implemented immediately upon issuance of the propoud  ;

amendment.

i The Plant Operations Review Committee has reviewed and approved these proposed changes and the Nuclear Operations Review Board will review these proposed changes at a future meeting.

Southern Nuclear Operating Com)any requests that these proposed changes be approved by the NRC no later t1an December 1, 1992, since the revisions to 10 CFR 20 will be implemented at Farley Nuclear Plant on January 1,1993, rather than January 1,1994. Based on the original published date of January 1, 1993, Southern Nuclear Operating Company as committed significant funding and manpower resources to meeting that da+- Postponing implementation could have budgetary impacts and impose conflicts , manpower resource allocation.

A copy of these proposea changes is being sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10 CFR 50.91 (b)(1).
