3.3.2.1 Engineered Safety Feature Actuation Instrumentaticn System DESCRIPTION OF REQUEST:

This submittal requests changes concerning the Engineered Safety Features (ES) system monthly (M) channel functional test. The attached revised technical specifications include a requirement to perform a monthly functional test on all automatic actuation logic test groups. As stated in our submittals, these tests will not include actuation of the end device.

REASON FOR REQUEST:

Engineered Safety Features are those systems and components designed to function under accident conditions to mitigate the consequences of an accident.

Because of their importance in assuring the health and safety of plant personnel and the general public, surveillances are performed to assure the high quality of the components and reliable operation. These surveillances include a channel check, a monthly channel functional test, and a refueling interval channel calibration and actuation test.

Because these components often actuate to a position contrary to normal position or state, testing of these components can in itself pose safety concerns. Thus, on December 23,1982, Florida Power informed the staff that all portions of the ES system were not being tested during power operation due to potential equipment damage. We requested and subsequently received allowance to test only test groups HPI-3, LPI-1, and LPI-2 until Refuel V. After Refuel V an extension of this allowance or a modification to the ES system will be necessary to assure Technical Specification compliance.

During Refuel V, Florida Power Corporation will add a test circuit to the ES components to allow testing without actuating the end device. This modification was described in greater detail in letters to the NRC, dated October 31, 1983; January 30, 1984; and May 1,1984. A change to the Technical Specifications is necessary to specify that appropriate ES test groups can now be tested monthly during power operation.

EVALUATION OF REQUEST:

The revisions to the mor.thly channel functional test requirement for the ES system are consistent with Florida Power submittals concerning testing modifications. The staff has reviewed and approved the proposed testing methods. This change will expand the monthly functional test to include all test groups and thus, provide a more comprehensive test. This change will not degrade plant safety.

FLORIDA POWER CORPORATION CRYSTAL RIVER UNIT 3 REQUEST NO.116, REVISION 0 SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION Description of Request:

This submittal requests an amendment to the Technical Specifications to require a Functional Test of all Engineered Safeguards (ES) Test Groups. Specifically delete the footnote which allowed us to test only HPI-3, LPI-1, and LPI-2 for the duration of Cycle V.

Florida Power is modifying the ES circuitry during Refuel V to allow testing of all test groups during power operation.
