This request is made under the federal Freed)m of Information Act as amended, 5 U.S.C. 552. This correspondence should be routed to Nuclear Materials Safety Safeguards (NMSS).

I write to request copies of all correspondence of 1984 between Jersey Central Pcwer and Light Corp. and the Nuclear Regulatory Commission regarding

1) shipment routes for irradiated fuel between the former reprocessing plant at West Valley, New York and the Oyster Creek Nuclear Power Plant, 2) dates when the shipments of irradiated fuel between West Valley and Oyster Creek are expected to begin and the estimated time for their completion, and 3) the type of cask to be used to transport the irradiated fuel during these shipments.

As you know, the FOI Act provides that if portions of a document arc exempt from release, the remainder must be segregated and disclosed. Therefore, I will expect you to send me all nonexempt portions of the records which I have requested, and ask that you justify any deletions by reference to specific exemptions of the FOI Act. I, of course, reserve my right to appeal the withholding or deletion of any information.

The amended Act provides that you may reduce or waive the fees for search and reproduction of the materials if it "is in the public interest because fur-nishing the information can be considered as primarily benefitting the public".

The Sierra Club is a non-profit, public interest organization. I therefore ask you to waive any fees.
