The responsibility for Emergency Planning has been transferred from corporate headquarters to the nuclear sites.

Accordingly, information previously contained in the Duke. Power Company's Crisis Management Plan, and referenced in McGuire Nuclear Station's Emergency. Plan, hat been incorporated into the McGuire Nuclear Station Emergency Plan.

These changes were not specifically highlighted in the plan revision.

Changes other than those resulting from the reorganization 'have ' been specifically highlighted (side-barred).. These changes are being made under the provisions of 10CFR50.54(q).

McGuire Nuclear Station Emergency Plan, Rev. 92 EffrStive August 1,1992 File No.1502 This is to certify that I have reviewed the subject revisions to the McGuire Emergency Plan and, per 10CFR50.54(q), the changes may be made without prior NRC approval. These changes do not decrease the effectiveness of the Emergency Plan, and the plan as revised, will continue to meet the requirements of 10CFR50.47 and 10CFR50, Appendix E. The bases for this determination is as follows:

The majonly of_the changes incorporated into this plan revision are a result of the Duke Power corporate reorganization on November 1,1991. The responsibility for Emergency Planning has been transferred from corporate headquarters to the raclear sites. Accordingly, information previously contained in the Duke Power Company Crisis Management Plan, and referenced in the McGuire Nuclear Station Emergency Plan, has been incorporated into the McGuire Nuclear Station Emergency Plan. These changes do not change the nature of the plan, but merely the location where the information resides.

The Crisis Management Center (CMC) has been renamed the Emergency Operations Facility (EOF). This change is being made to be more consistent with the terminology used in NUREG 0654, Rev.1 and throughout the industry..

The emergency organization has been changed to redistribute functions between the Technical Support Center (TSC) and the Emergency Operations Facility.- These changes are also a result of the C Ae Power corporate reorganization on November 1,1991. Many functions previously locats, ' the general office have now been transferred to the site. A number of these functions 4

have been transferred from the EOF to the TSC, to align the emergency organization moro closely to the norma! organization. The functions bemg performed have not changed; they have simply been relocated.

Th9 following changes have been made to the McGuire Nuclear Station Emergency Plan:

Section A.

Figure A-1 reflects emergency organization and facility changes in terms of thdr respective functions and responsibilities for the different emergency classifications.

Section B.

The emergency response organization is referenced in subsection B.7 and reflects changes to activation and staffing. Emergency organization staffing and activation, including the EOF, is now required at the Alert vs Site Area Emergency classification.

A change _ includes the requirement for an additional RP ;Techhician to be available on-shift to meet the Radiochemistry /Samp'a Counting requirements for Technician availability within one hour as specified in NUREG 0654, Rev.1.

Section F, Subsection F.1.c identifies the new Federal Telecommunications System (FTS) and its use for Emergency Notifications System communica' ions. Additional references to FTS occur throughout various other portions of the plan.

Information from CMIP-2 concerning the News ~ Group is included in Section G and enecifies actions and responsibilities that are delegated to the Joint Information Center (previously referred -

to in the Crisis Management Plan as News Center). The News Group Plan will exist outside the McGuire Emergency Plan however, it will be available for audit from the standpoint of accuracy j

of names and telephone numbers for people holding primary and alternate positions within the News Group.

Section J.

Subsection J.5 specifies accountability and determination of missing persons by name within thirty rninutes from declaration of a Site Area Emergency for personnel within the Protected Area. This change aligns McGuire with the spirit and intent of NUREG 0654, Rev.1 requirements.-

Onsite exposure guidelines have been expanded for various emergency activities and added to subsection K.1.

Section M.

t A Recovery Communications Checklist was added as Figure M-2.

Section N 1 Responsibility for exercise and drill execution and critique has been transferred from corporate Emergency Planning to the site and is reflected in subsections N.3 and N.4 respectively.

Responsibility for resolution of Emergency Planning actions items is delegated to the Emergency.

Planning Manager by the Site Vice President in subsection N.5; transferring the responsibility from corporate Emergency Planning to the site.

Section P, Overall authority and responsibility for Emergency Planning has been transferred to the site and
