Dear Mr. Denton:

Mr. H. B. Tucke.'s (DPC) November 14, 1983 letter to Mr. H. R. Denton (NRC/0NRR) described planned changes in the fuel design for McGuire Nuclear Station, Units 1 and 2.

Commencing with the first refueling of each of the units, the standard fuel assemblies in use were to be replaced over the next four refuelings with optimized fuel assemblies (OFA). The letter transmitted a reference safety evaluation describing the safety impact of operation with a transition core and an all 0FA core. McGuire Unit 1 has already begun this process with the NRC having approved the necessary license amendments via Ms. E. G. Adensam's April 20, 1984 letter to Mr. H. B. Tucker, and Unit 1/ Cycle 2 is currently operating with an OFA reload region. The second 0FA Reload Region is scheduled for the upcoming cycle 3 refueling.

(McGuire Unit 2's first OFA Reload Region is scheduled for the upcoming cycle 2 refueling - Ref. Mr. H. B. Tucker's November 16, 1984 McGuire 2/ Cycle 2 0FA Reload submittal).

Attached are proposed license amendments to facility operating licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed amendments ensure that plant operation is consistent with the design and safety evaluation-conclusion statements made in the McGuire Unit 1 Cycle 3 Reload Safety Evaluation (RSE) and ensure that these conclusions remain valid. It should be noted that certain changes given in Appendix A of theUnit1/ Cycle 3 RSE are not indicated as needing to be made in the attached amendments due to their having previously been submitted (for both units) in the Unit 2/ Cycle 2 0FA reload submittal which is currently under review [these constitutedonly administrative-type changes (corrections of minor errors / typos, clarifications, etc) or were improvements incorporated for the Unit 2 specifications which were more conservative than existing Unit 1 specifications e or are changes to specifications which have no meaning with respect to Unit 1-these are reflected as having already been made in the attached amendments]. Additionally, although the changes given in Appendix A are intended to apply onI*, to Unit 1 Appendix A does not always reflect the fact that a change would also apply to Unit 2 unless specifically indicated otherwise since the McGuire Unit 1 and 2 Tennical Specifications are combined into one document-this has been accounted for in the attached amendments.

Also, some McGuire Unit 2 specifications are administratively affected in that they I

are no changes to the content of Unit 2 specifications.

Unit 1/ Cycle 3 changes are indicated.(hand marked) on copies of speci-fications_as.they should appear in the McGuire Units 1 and 2 Technical Specifications following approval of the proposed McGuire Unit 2/ Cycle 2 OFA Reload License Amendments _which are currently under review (Ref. Mr. H. B. Tucker's November 16, 1984 submittal). Since most of these pages are not actual pages from the McGuire Technical Specifications they may contain minor errors / discrepancies,(particularly with regard to page numbers, revision.line_s, amendment numbers, and format) from the current Technical _ Specifications (in addition'to reflecting Unit 2/ Cycle 2 f

_ proposed: amendments) which should be ignored. Attachment 2 discusses the Justification and. Safety _ Analysis.to support the proposed changes.

Included in Attachment 2 is:

A) the cycle-specific reload safety evaluation for McGuire Unit 1/ Cycle 3;.and B) the

i-peaking factor limit report for McGuire Unit 1/ Cycle.3 which is provided in accordance with McGuire Technical Specification 6.9.1.9.

Pursuant to 10 CFR 50.91, Attachment 3 provides an analysis performed in accordance with the standards contained in 10 CFR,50.92 which _ concludes that the proposed amendments do not involve a significant

hazards consideration. The proposed amendments have been reviewed and determined j_

to have no adverse safety or environmental impact.

.For Unit 1/ Cycle 3, the large break LOCA analysis applicable for transition and. full 0FA core cycles of McGuire'l.and 2 was performed utilizing the OFA design consistent

.with the methodology given in the above-mentioned reference safety evaluation for

_the OFA transition.. This analysis utilized the currently approved UHI large break ECCS evaluation acdel modified to incorporate BART core reflood' heat transfer models.

BART has been approved for use on non-UHI plants (WCAP-9561-P-A, "BART-A1: A Computer'. Code for the Best Estimate Analysis of Reflood Transients,. l' Young, M. Y.,

h et. al., March 1984).--However, McGuire 1 and 2 are UHI plants. Addendum 1-to-WCAP-9561 requesting-approval.for use of.BART' technology on UHI plants has been

submitted by_ Westidghouse -(Ref. Mr. E. P. Raha's (W) letter to Dr. C. O. Thomas (NRC/0NRR), dated December 12, 1984) and is currently.under review. Also, certain Technical Specification changes such as.those involving limiting safetyfsystem-settings changes (e.g. steam generator: low-low level setpoint changes and updating I.

It is; requested that the proposed amendments receive timely review and approval in view of.the current McGuire Unit 1/ Cycle 3 startup schedule. Unit 1 second. refueling-Jshutdown is currently scheduled for April' 9, 1985 (100% capacity date of March 25, 1985) with return to. service scheduled for May 28, 1985 (100% date of May 13,.1985).

~Any. changes to this. schedule will be provided to the NRC staff.

Pursuant to.10 CFR 170.3(y), 170.12(c),'and 170.21. Duke Power proposes that this application contains; license amendments for McGuire Units 1 and 2 subject -to fees
