JAMES C. O'HARA '

Consulting Radiological Engineer 2PERIENCE SUtiMRY j Over twenty-nine years of experience in fossil and nuci, car plant design and operations and nuclear plant radiological engineering. Provides radio-logical engineering consnitation, audits, inspections, assessments and performs tasks of a broad radiological nature for nuclear power plants related to the performance of work involving radioactivity in the design, construc-tion, operation, maintenance, refueling, modification, retrofitting, and emergency preparedness at power reactors and non-reactor facilities.

Recently participated in assety assessment and hazards classification of i selected EG&G managed facilities at the DOE Idaho National Engineering  !

laboratory. '

Completed a one-year, on-loan assignment at the Institute of Nucient Power  !

Operations (INFO), assigned to the Radiological Protection and Emergency Preparedness Division. Participated in evaluations and reviews of radiological procedures, facilities, and operational performance at eleven operating nuclear power plants. Administered INPO General Employee Training-Radiation Protection and Emergency Preparedness Program and performed onsite reviews of a number of operating plant GET-RP and Advanced GET-RP programs.

Has written plant-specific radiation protection and emergency training courses for general employee, maintenance workers, and health physics profescional and technician trsining including basic plant radiation protection manuals, lesson plans, audiovisual (slide tape), and mock-up training aids. Develops system criteria and writes specifications for special radiation protection equipment such as respiratory protection systems and computerized personnel dealmetry and exposure record keeping systems.

Member of Radiological Engineering /ALARA team during the recovery operations for 30 consecutive days following the. accident at Three Mile Island Unit 2.

Wrote and provided training in emergency procedures for contractor and utility personnel-engaged in restoring core cooling systems.

Terformed as well as supervised special studies such as gaseous, liquid and solid radioactive waste systems and process and area radiation monitoring systems for nuclear power plants.

At the request of an overseas client's corporate management, performed and provided technical supervision of client engineers in preparation of procedures and an independent compliance inspection of a nuclear plant's saffsty-related systems, equipment, and containment structures.

Prior to the start-up of the Shearon Harris Plant (SENPP) in 1985, assisted the plant's Emergency Preparedness (EP) Coordinator with all onsite EP activities, including preparation of plans, administrative, and implementing procedures, procurement and testing of all communications, procurement of TSC, EOF, and E00 emergency centers' displays and equipment, and tracking all U. S.

Nuclear Regulatory Commission (USNRC) requirements leading to a successful (no deficiencies) USNRC onsite emergency exercise.

  • JAMES C. O'HARA At a second SENPP exercise in 1986, assisted the corporate EP staff by working closely with the state and county eruergency planners in, writing administrative and implementing procedures, equipping the county E00s and helping train both state and county _ personnel. Managed the verification of warning siren activatisa by recruiting nonnuclear utility volunteers (line and service, meter readers, district office staffs, etc.) and assisting with other offsite exereire activities.

At Georgia Power's Plant Vogtle, worked closely with the state and county staffs in developing administrative and implementation procedures for the Emergency Plan previously reviewed and commented on by Federal Emergency Management Agency (FEMA). Assicted with equipping the county ECC and joint News Center and provided radiological monitoring /docontamination training for

" reception center" personnel. Assisted with scenario planning for the offsite exercise and acted as controller and evaluator in the tabletop exercises, preexercise drills, and FEMA exercise for grade (no deficiencies).
