The-licensee informed the NRC, in Licensee Event Report 413/84-14, that overpressure protection for the component Cooling Water System surge-

tanks would be provided by assuring that the vent valve on each surge l'
. tank remains open.-

Contrary to the above, the vent valves on Unit I surge tanks vera found closed by'the NRC on December 12, 1984.
This deviation is' applicable to Unit 1 only.
l-Response to Deviation 413/84-102-01 The Component Cooling (KC) Surge Tank vent valves ~were opened the same day, December 12, 1984, the inspector notified the Shif t Supervisor that

he found them closed. The valves had been opened on November 20, 1984 and the air supply that operates the valves was isolated.
It has been concluded that the valves isolating the air supply leaked and allowed enough pressure to build up to close the valves. To prevent recurrence, the air supply tubing has been disconnected.and capped. This was accomplished on December 12, 1984.

w Deviation 414/84-47-01 The licensee informed the NRC in a December 4,1984 letter that all corrective action for Significant Deficiency 413-414/84-03 had been completed on diesel generators.
Contrary to the above, on December 12, 1984, the corrective action specified in the December 4,1984 letter fer the Unit 2 Diesel Generator Hubs had been erroneously deleted from the work request and had not been performed.
It is noted, however, that the acceptance test and system turnover for the Diesel Generators had not been completed and was not required as of that date.
This deviation is applicable to Unit 2 only.
Response to Deviation 414/84-47-01 1.
Corrective Action The remaining work for Significant Deficiency 413-414/84-03 was discovered during a Construction-Mechanical Technical Support review after the response had been sent informing the NRC of the completed work. All Construction -
Technical Support groups have been contacted and no other similar problems on this item have occurred outside of Mechanical - Technical Support. All work for SD 413-414/84-03 has been completed.
2.
Further Correctice Action All Construction technical support personnel will be made aware of this deviation and cautioned as to the importance of relaying accurate information to those responsible for preparing responses to NRC.
To further insure accuracy of information submitted to the NRC, all paperwork concerning NRC items will be reviewed by each involved group prior to the response being sent.
3.
Status All corrective actions will be completed by March 1, 1985.
