Technical Specification 6.8.1 requires that written procedures and administrative policies be established, implemented and maintained that meet or exceed the requirements and recommendations of Appendix A of Regulatory Guide 1.33.

Regulatory Guide 1.33 recommends that the licensee have radiation protection procedures.

Health Physics procedure HP-12, Operation of the ND 6650 GeLi Spectrometer, step 8.6.2, requires that a daily energy calibration be performed on the GeLi.

Contrary to the above, on October 13-14, 1984, a daily energy calibration was not performed for the GeLi Spectrometer and the instrument was used to analyze six air samples.

RESPONSE

1)

FPL concurs with the finding.

2)

The reason for the finding was an oversight by Health Physics personnel in that the daily energy calibration for the ND 6650 GeLi Spectrometer as required by Operating Procedure (0P) 11550.12, HP-12, " Operation of the ND 6650 GeLi Spectrometer", was not performed.

3)

Immediate corrective actions included:

a) Supervisory discussions with all Health Physics personnel on the significance of the event and. corrective action to be taken to preclude recurrence.

b) Also a thorough review of all air samples analyzed during the fourth quarter of 1984 was perfonned.

Of approximately 2300 air samples investigated, only the six samples identified during the audit were found to be in violation of OP 11550.12.

To preclude recurrence, the computer program for the ND 6650 GeLi Spectrometer has been modified to warn the operator in case the daily energy calibration has not been performed.

Full compliance was achieved on January 7,1985.
