Dear Mr. Nelson:

This will acknowledge and respond to your letter of June 1,1978 (received June 5, 1978) regarding Inspection No. 78-04 conducted by Mr. W. Kinney and Mr. P. Clemons on May 8-9, 1978 of License No. CSF-1 activities. Your inspection indicated one infraction which is discussed in the enclosure of this letter.

We believe the corrective actions specified in the enclosure will prevent recurrence.

A. dham to Nuclear Regulatory tommission, Region 1, June 15, 1978 NFS RESPONSE TO USNRC REGION I LETTER TO NFS June 1, 1978 Inspection No. 78-04 NRC ITEH - INFRACTION Based on the results of an NRC inspection conducted on May 8-9, 1978, it appears that one of your activities was not conducted in full compliance with conditions of your NRC License No. CSF-1 as indicated below. This item is an infraction.

Technical Specification 7.1.4 requires that, " Detailed written procedures, run sheets, letters of authorization shall be provided for operation of the plant." Item 1.2.6 of Section 1.0, Administration, of the Health and Safety Manual requires that each employee follow all controls, standards, 1 and procedures in order to maintain a safe working environment for himself and fellow wnrkers. Item 7.1.5 of S0P 15-26, Revision 0, " Work in i Contamination Zone 3," requires that a person perform a personal survey of the nearest frisker station upon eviting from a contamination Zone 3.

Contrary to the above, on May 9, 1978, upon exiting from the FRS contamina-tion Zone 3, a licensee employee failed to perform a personal survey at the nearest frisker to the FRS contamination Zone 3 area when he passed the frisker located in the Mechanical Operating Aisle - West.

NFS RESPONSE Strict adherence to the procedure specifying a personal survey at the nearest frisker station upon exiting from a contaminated Zone 3 was discussed with the responsible person. The employee was fully knowledgeable of the requirement and simply erred on this occasion.

The monitoring requirements of 50P 15-26, Rev. O, " Work in Contamination Zone 3," will be reviewed with appropriate personnel during the July and t

August safety meetings.

We believe these corrective actions will ensure future compliance.
