' Gentlemen:

The Nuclear 1 Regulatory Commission (NRC) on July 8, -1983, issued.a Confirmatory' Order which required augmentation. of reactor _ coolant leak

' detection because - of then - existing cracks L in' certain Plant ; Hatch ' Unit 2 recirculation. system pipe welds.

The subject piping has since been replaced, thereby eliminating the welds -in question' and negating the need for the_ provisions of that order.

Georgia Power Company (GPC) hereby

. requests that ycu, therefore, rescind the July 8; 1983 Confirmatory Order.

The augmented: leak detection was proposed by GPC-in 'our letters NED-83-322, NED-83-332, and NED-83-341 dated May 25, 1983, June 2, 1983, and June 8,1983, respectively, as part of corrective.and. compensatory actions to permit ~ plant - operations with known pipe flaws for an -interim period.

During the last scheduled outage for~ Plant Hatch Unit 2, the recirculation

system piping and certain other. piping were replaced due'to the finding of a number-of-unacceptable flaws (i.e.,,intergranular stress corrosion cracking).

The actions Lwe have taken in - this regard. were reported and discussed on several occasions with members of.the NRC staff; y

. Since we have replaced all the Hatch 2 flawed piping as of restart of that unit in September 1984 and since our commitments were made and the NRC

Confirmatory Order was issued based on the presence of detectable flaws in the original piping, we have determined that continued augmented reactor coolant-leakage limits and surveillance requirements, beyond those existing in the Tech'nical Specifications, are unnecessary.

Hence, we request that

.you-rescind the July 8, 1983 confirmatory order.
