Clinton Power Station Unit 1 "Results of Quality Programs for Construction of Clinton Power Station"

Dear Gentlemen:

On February 13, 1985, a report of the "Results of Quality Programs for Construction of Clinton Power Station"

-was submitted. The programs described in that report are continuing, and sufficient additional data have been developed to provide you with an update. The purpose of this letter is to transmit to you more recent results of several of our Clinton Power Station quality programs.

The attached volume provides updated quality program results'in the areas of overinspection, record verification, and employee quality concerns, reflecting on-going work since issuance of the original report. This update reflects data developed since the original report. The basic programs remain essentially unchanged..

The Overinspection Program results have been updated from July 31, 1984, to December 31, 1984, resulting-in a doubling of completed inspections. The Record Verification Program results have been updated from December 10, 1984, to March 3, 1985, resulting in a 33% increase in completed record examinations. Results of evaluations of reported employee concerns have been updated from January 23, 1985, to March 8, 1985, resulting in completion of 70% additional investigations.

In most areas, the results show even higher substan-tiated quality levels than provided in the original report.

April 11, 1985 has increased for field verification inspections from 95.4%

to 97.6% and for overinspection from.98.3% to 98.8%. In the Record Verification Program, the overall record deficiency rate has dropped from 2.3% t'o 1.9%.

In each program, no safety-significant nonconformances have been identified. The examination of nonconformances for potential safety significance includes a determination of whether a nonconformance could have resulted in the loss

- of capability of a structure, system, or component to perform its intended safety function if the nonconformance had not been identified by either the Overinspection Program or the Record Verification Program. In addition, evalua-tions have been performed for each nonconformance to demon-strate-that' compliance with the design requirements of applicable codes and standards would have been maintained even if the nonconformance had not been identified by either the Overinspection or Record Verification Programs.

In addition to updating the Results of Quality Programs described above, the attached volume incorporates correction of some minor errors discovered during further data verification of the original report. The nature of these minor errors has been previously communicated to your on-site staff.

In some areas, the document has been revised for added clarification. These areas are delineated in an attachment to this letter.

l For your convenience, the attached volume is intended to replace, in total, the Executive Summary, Chapters V and VI, Table VII-2, and Appendix D, E, F, and G of the Results of Quality Programs report discussed above. To ensure that this volume can be used with ease as a single source document, specific lines that have been revised are indicated by a revision bar in the right margin.

Although the results have been updated with the attached. document, the conclusions presented in Chapter VIII of the original Quality Results report remain unchanged, i.e., "taken together, the composite of quality-related programs and actions described and evaluated in this report provide high confidence in the quality of CPS construction."
