Dear Mr. Martin:
This event summary is submitted in accordance with NUREG 0654, Appendix 1 and CNS Emergency Plan Implementing Procedure (EPIP) 5.7.2 to close out the Notification of Unusual Event declared at 0445, March 27, 1985.
At approximately 0412, March 27, 1985, with the reactor in cold shutdown and defueled and the recirculation piping replacement outage in progress, the Control Room was notified that an injury had accurred in the drywell (a radiologically contaminated area). Health Physics Technicians and Emergency Medical Technicians at the scene relayed information that a radiographer had fallen from a ladder between the 888' and 901' level of the drywell. The injured person, identified as Richard D. Hughes, Transportable Techno1cgy, Inc., complained of pain in his head, neck and back, along with a numbness in his left arm.
Due to the potential seriousness of the injuries, the decision was attde to immobilize the injured per m and transport him to medical facilitics without removing his anti-contamination clothing. Nemaha County Hospital personnel were notified at approximately 0435 of the decision to transport an injured, potentially coataminated person to their facility which is located approximately thirteen miles from the site. The injured radiographer was removed from the drywell at approximately 0440 and readied for transport to the hospital in the CNS ambulance.
At approximately 0445, the Shift Supervisor assumed the role of Emergency Director and declared a Notification of Unusual Event, based on Initiating Condition 6.5 of CNS EPIP 5.7.1.
Appropriate notifications were initiated it.
accordance with EPIP 5.7.6 and were completed by 0511. The ambulance left site at approximately 0445.
The ambulance arrived at the Nemaha County Hospital at approximately 0509.
Hospital personnel had completed the set-up of all applicable radiological protective measures in accordance with EPIP 5.7.24.
The injured person was moved to the emergency room and after an initial examination by medical personnel, his anti-contamination clothing was removed. A radiological survey h

Mr. Robsrt D. Martin Msrch 27, 1985 Page 2 of the individual'was conducted by CNS Health Physics personnel and no con-tamination was found to be present on his body. A survey of the hospital equipment used and the affected area'of the hospital was then performed, and results indicated all surfaces were free of contamination.
It was noted that radiation' levels of up to 0.12 millirem per hour were detected on the anti-contamination clothing. All areas of the hospital and the ambulance were released for normal.use at approximately 0615. The contaminated protective clothing was returned to CNS.
The Emergency Director terminated the Notification of Unusual Event at 0615.
Closeout notifications were initiated and. completed ~by approximately 0640.
. Preliminary medical diagnosis indicates Mr. Hughes suffered a strained back; however, he will remain hospitalized for twenty-four hours under medical observation..No further actions are planned by Nebraska Public Power District with regard to'this event.
