Quad Cities Nuclear Power Station Units 1 and 2 Supplement to Application for Amendment to Facility Operating Licenses DPR-29 and DPR-30, Appendix A, Technical Specifications for the Technical Specifications Upgrade Program (TSUP)
New Surveillance Waiver NRC Docket Nos. 50-254/265

(a) P. Piet letter to T. Murley, dated November 14,1995 (b) E. S. Kraft letter to NRC, dated March 25,1996 (c) P. Piet letter to NRC, dated May 10,1996 (d) E. S. Kraft letter to NRC, dated June 10,1996 The purpose of this letter is to update item 14 of Reference (a) to specify the surveillance requirements that will not be current upon full implementation. This item was previously updated in References (b), (c) and (d). Comed requests that implementation of the surveillances listed in Attachment A be delayed until the next refuel outage for each unit (the next Unit One outage for the 1/2 DG surveillances).
Four surveillances (the Emergency Diesel Generator (DG) 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
test for the Unit 1/2 DG and the full load reject test for each DG) have been added to the list. These surveillances have not been performed per the appropriate approved TSUP submittals.
These tests have been performed within the last 18 months (the current and TSUP schedule), but were not performed per the TSUP reauirements. They were performed per Reg Guide 1.9 guidance. Performing these tests aga'n prior to the regular schedule (the next refuel outage for each unit, the next refuel outage on Unit One for the 1/2 DG surveillances) would constitute an unnecessary challenge to the system.
