The purpose of this submittal is to request approval pursuant to 10CFR50. 55a (a ) ( 3 ), for the use of American Society of Mechanical Engineers (ASME) Code Case N-546 as an alternative to existing ASME Section XI Code requirements which are currently in ef fect at all Entergy's nuclear

stations, i.e.,

Arkansas Nuclear 1 and 2, Grand Gulf, Waterford 3 and River Bend. Approval of this code case will allow its usage in this and future intervals at each respective facility.

j Code Case N-546 is contained in the 1995 Edition of Nuclear Code Cases but have not been included in Regulatory Guide 1.147, " Inservice Inspection Code Cases Acceptability - ASME Section XI Division 1."

Juhe 20, 1996 GNRO-96/00069 Page 2 of 5 Code Case N-546 provides alternative requirements for qualifications of VT-2 Examination personnel.Section XI currently requires personnel who perform VT-2 Examinations to be qualified or certified to the standards established by ANSI N45.2.6, ASNT SNT-TC-1A, or ASNT CP-189.

The subject code case allows alternatives to the above standards provided the individuals performing such examination have:

  • At least 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of plant walkdown experience, such as gained by licensed and non-licensed operators, local leak rate personnel, system engineers, and inspection and NDE personnel,
  • At least 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> of training on Section XI requirements and plant specific procedures for VT-2 visual examination, and
  • Met the vision test requirements of IWA-2321, 1995 Edition.

The proposed changes to the existing program would not lessen the effectiveness of tne examination process. Therefore changes would not pose a degradation to the plant's level of safety.

Additionally, current plans at Grand Gulf are to utilize the alternatives allowed in the subject code case during its upcoming refueling outage in Fall 1996.

Approval for the use of this code case is requested by August 31, 1996.
