Dear Dr. Grace:
Our response of February 1, 1985 concerning this deficiency on Unit 2 stated that five valves and 2 damper operators on Unit 1 could be affected by this deficiency.
It.should have been noted that the failure can occur only after the valve or damper has been subject to a hammering effeet. There has been no evidence of a hammering effect on the affected valves and dampers on Unit 1.
Also, our valves and dampers are low-speed operators and are less likely to be affected in this way.
For these reasons, we have determined that the valves and dampers are operable.
Modifications to the dampers are in progress. The operators were modified as stated in the response of February 1, 1985.
