Pursuant to License Condition 2.G to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this submittal provides written confirmation of our telephone notification to the NRC on December 31, 1984, and the 14-day written followup report of a reportable occurrence j
associated with implementation of th? Physical Security Plan.

License Condition 2.E for Units 2 and 3 requires that SCE implement and maintain in effect the Physical Security Plan and amendments thereto. On August 7,1984, the NRC issued Amendment No. 23 to NPF-10 and Amendment No.12 1
to NPF-15, which approved Sectrity Plan revisions inich (1) consolidated several adjacent vital areas into a single vital area; (2) reduced the size of several large vital areas by compression of the boundaries; and (3) moved certain equipment not req :f red for safety outside the vital boundary. The NRC transmittal letter, Mr. U. A. Paulson (NRC) to Mr. K. Baskin (SCE), dated August 7,1984, stated in part, "Since plant modifications are required to achieve full implementation of the revised plan, full implementation will not be achieved until approximately six months after issuance. The licensee will fonnally notify-the NRC when the modifications are complete." However, the Amendment Conditirn No. 3 states, "This license is effective upon issuance and shall be fully ir.plemented upon completion of modifications, but no later than r
January 1,1985."
Nothwithstanding our best efforts to implement the program, we identified during final startup testing that additional computer software modifications must be mr.de prior co implementation of the Amendment. We will be performing these conputer modifications January 4 thru 7,1985, and if successful, the l
program will be implemented by January 18, 1985. We will notify your office i
in wrf ting upon completion of the plant modifications.

l There is no reduction in security effectiveness as a result of this condition, because the existing Physical Security Plan remains in effect.
