December 18, 1984 Mr. James P. O'Reilly Serial No. 740 Regional Administrator N0/JHL:acm U. S. Nuclear Regulatory Commission Docket Nos. 50-338 Region II 50-339 101 Marietta Street, Suite 2900 License Nos. NPF-4 Atlanta, Georgia 30323 NPF-7

Dear Mr. O'Reilly:

In our letters of March 12, 1982 and March 26, 1982, we provided informa-tion related to the revision of controlled drawings as a result of design modifications.

This information was provided in response to Inspector Followup Item 339/82-01-07 identified in IE Inspection Report 50-338/82-01 and 50-339/82-01.

During the 1984 refueling outages on North Anna Units 1 and 2, a large quantity of work was performed involving many design modifications. As this work was completed, the projected drawing updates increased to over 800 drawings.

It became apparent that the original commitments to the completion of the updates within the stated time frames could not be met, even with increased resources.

Therefore, it has become necessary to revise these time frames and our commitment following major outages as delineated below.

1.

The first revision priority are those drawings required for immediate reference to support station operation.

These drawings include valve operating FM's and ESK's.

The original commitment was to have those drawings annotated within 3 working days and to have the drawings revised within 15 calendar days. Because of the revision backlog, the 3 day annotation will be met but 20 working days will be required to complete the drawing revision.

2.

The revisions to the test loop diagrams has proven to be the most difficult revisions to make and will require 45 days to complete. The 3 day annotation requirement will be met for these diagrams.

3.

The remaining drawings (non-priority) were to be revised within 90 calendar days of the installation date. These drawings were also subject to the annotation requirement of 3 working days. There are, presently, in excess of 700 l

drawing revisions required for the non priority drawings.

)

l It is currently projected that 120 working days will be l

required to complete this drawing revision backlog. The 3 working day annotation requirement will still be met.

Vamonwu Ex.mcipic no Powra COMPANY T Mr. James P. O'Reilly We are continually attempting to improve our current completion schedule through the use of overtime and by obtaining additional contract assist-ance. Until this backlog is cleared, a monthly status report of back-logged drawing revisions will be provided to station management. Our original commitment to drawing updates did not allow for situations where a large m2mber of design modifications are completed within a relatively short period of time, such as concurrent major outages. Therefore, we propose this amended commitment not only for this period of increased backlog, but for any similar situation in the future.

As stated herein, the extension of the commitment dates for drawing revisions would be short term and only for periods strictly authorized and controlled by station management. To faciliate management control over the drawing update program, the monthly report required above will be continued, and the Station Administrative Procedures will be revised to reflect this poliev.

Very truly yours, b
