Dear Mr. Vassallo:

Pursuant to 10 CFR 50.55a, Carolina Power & Light Company (CP&L) hereby requests approval of an alternative test in lieu of a hydrostatic test of two class 2 piping welds.

Review and approval of this request is needed as soon as possible to permit start up from an unscheduled maintenance outage on Brunswick Steam Electric Plant Unit No. 2 (BSEP-2)..Startup is presently scheduled for April 7,1985.

' BACKGROUND

.On April'1,1985, BSEP-2 was shutdown to make a number of minor repairs to plant equipment. During the course of this outage, it was determined that excessive valve

. stem packing leakage on a 2 inch bypass valve on a main steam drain line orifice could not be repaired. To permit continued operation of the unit, the valve will be removed from the line and the lines to the valve will be capped. As this is a class 2 line, ASME section XI requires that the welds on the line be hydrostatically tested. This test imposes an unreasonable burden on the plant in that hydrostatic testing of these welds would require installation of temporary test fittings and freeze sealing of associated ii P P _ng.

l SPECIFIC REQUEST.

Pursuant to 10 CFR 50.55a, CP&L proposes to perform alternative testing of the welds in lieu of the normally required hydrostatic test. This testing will consist of a liquid dye penetrant inspection of the welds and a visual examination for leakage af ter pressurization to nominal operating pressure and temperature (about 1005 psig and

. 500 F). This piping is to be rerouted during the next refueling outage presently scheduled for the fall of 1985 at which time the subject piping will be hydrostatically tested..

SUMMARY

The performance of the required hydrostatic test at this time is not practical in light of the present outage schedule, location of the weld to be tested, and the short time the plant will operate until the weld is retested. Verbal approval of this request, with written confirmation to follow, is requested so that normal plant operation may be resumed as soon as possible.
