Dear Mr. O'Reilly:
Pursuant to Technical Specification 6.9.1.7 attached are radioactive effluent release reports for the period January-June 1983. Attachment 1 includes summaries of liquid and gaseous effluent releases, and solid waste shipments.
During this reporting period a problem was experienced with the Ventilation Unit Con-densate Drain Tank (VUCDT) composite sampler on Unit 2. is an explana-tion of why the VUCDT composite sampler was not restored to operable status within a 30 day time limit. Reporting of this event in the ' semi-annual Radioactive Effluent l
Release Report is required pursuant to Technical Specification 3.3.3.8.
Please note that Revision 2 of McGuire's Process Control Program and Revision 1 of McGuire's Offsite Dose Calculation knual were submitted to ONRR on March 11 and May 17, 1983, respectively. This was done in advance of the requirement to submit such changes with the semi-annual Radioactive Effluent Release Report. As a result, these changes are not included in this submittal.

s ATTACHMENT 2 McGUIRE NUCLEAR STATION Unit.2 Ventilation Unit Condensate Drain Tank ~(VUCDT)
Composite Sampler Inoperability-On March 3, 1983, McGuire' Unit 2 was issued an operating license, and the Technical Specifications for Unit 2 became effective. The VUCDT Composite Sampler was declar-ed inoperable the same day because it was not yet installed.
The major delay in returning the VUCDT Composite Sampler tc operable status within the 30 day time limit was the completion of a Nuclear Station Modification (NSM).
The NSM involved the replacement of a Barton pressure transducer with a Rosemount
C'"-
transducer. Experience with identical equipment on Unit 1 indicated that this modi-fication was necessary for proper equipment operation.
Completion date for this NSM was to tut March 1,1983; however,' the NSM was marked " desired" rather than " required" which resulted in a lower priority for completion. This resulted in a delayed com-pletion date. The completion date was intentionally marked as " desired" because it was decided that this liquid effluent discharge point being unavailable for use would not effect the operability of Unit 2 and, if necessary, manpower could be di-rected towards completing other NSM's that could effect the operability of the unit.
The VUCDT Composite Sampler was not returned to operable status within the time limit specified in Technical Specification 3.3.3.8; however, it was installed, I
calibrated and declared operable by April 25, 1983, which was prior to initial criticality of Unit 2.
