McGuire Nuclear Station Docket Nos. 50-369 and 50-370 Tecnnical Specification Amendment for Rod Position Indication System

Dear Mr. Denton:

Attached are proposed license amendments to Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2, respectively. The proposed changes to the Technical Specifications seek to clarify the Surveillance Requirements for the Rod Position Indication System in Modes 3, 4 and 5 (Hot Standby, Hot Shutdown, and Cold Shutdown, respectively). The proposed change is to add a statement to allow the closing M the Reactor Trip System Breakers in order to perform the required surveillance of the Specification, 3/4.1.3.3. The Analog Channel Operational Test is specified for this surveillance and is used generally in conjunction with rod motion to-verify operability. In the event of an inoperable indicator, the Reactor Trip System Breakers are required to be opened which would, in preventing rod motion, substantially increase the time required for the surveillance and increase radiation exposure to workers. The proposed amendment would allow additional flexibility in operation and is consistent with ALARA considerations. No exception to the shutdown margin requirement is sought.

Attachment I contains the proposed revision to the Technical Specifications. Attachment II contains the Justification and Safety Analysis in support of the proposed change.

Attachment III provides a determination that the proposed change would not involve any significant hazards consideration as defined by 10CFR50.92.

This request involves one application for amendment to McGuire's Technical Specifications. Accordingly, pursuant to 10CFR170.21 a check for $150.00 is enclosed.
