NUREG-9798, Supplement No.4 (Fermi 2 SER) denied relief from the exercising requirements of Subsection IWV of Section XI l

of the ASME Code for control rod drive charging water header and cooling water header check valves C11-115 and C11-138.

Additional relief requests and clarifying information on the i

subject valves were provided in References (2) and (3).

Sub-sequent to the submittal of the references, a telecon between 3

the NRC (Mr. R. Kirkwood) and Detroit' Edison concluded Relief Request VR-43 was acceptable and identified the need for further investigation and information relative to VR-44 j.

(C11-138).

1 The purpose of this letter is to document the results of a special test performed to substantiate the alternative testing approach proposed in VR-44.

The test, performed per procedure 49.196.81, simulated the partia1' failure of. check valve Cll-138.

The successful test results were recently discussed with the NRC (Mr. J. Page), and it is our understanding that the issue is resolved with this submittal.

Specifically, partial opening (1 1/2 turns or

-j approximately 29% open) of valve Cll-104 was determined to adequately simulate the partial failure of C11-138, and thereby provide indication of related control rod movement for future comparison.

The procedure, with test results, is attached.
