as an excerise weakness for failure to demonstrate the ability to provide acurate information to the news media in a timely manner during' the Annual Emergency Response Organization Exercise on March 11 -15, 1996.

-REPLY TO INSPECTOR FOLLOW-UP ITEM IFI 413, 414/96-04-01 This weakness is attributed to the present structure and organization of the News Group Emergency Plan not having adequate processes in place to assure that the release of information could be achieved in a timely manner.
As a result of the cumbersome process outlined in the News Group Emergency Plan, the News Group failed to provide news releases prior to federal, state and local representatives.
l The Duke Power Corporate News Group as added an experienced nuclear plant emergency planner to their staff effective 05/01/96.
This individual has been given the following responsibilities:
Clearly define the News Group Emergency
Response
Organization within the News Group Emergency Plan.
Develop
" job aids" to assist the News Group Emergency
Response
Organization in understanding their emergency organization assignments.

- Rewrite the News Group Emergency Plan utilizing new processes to streamline the method of releasing information.
Develop a training program designed to ensure that all News Group Emergency Response Organization members are prepared 9
for their role.
The projects identified above are in the initial stages.

McGuire Nuclear Station utilized portions of the revised News i
Group Emergency Plan during their 05/29/96 quarterly Emergency Response Organization drill.
The plan will continue to be tested and refined during the remaining 1996 Catawba Nuclear Site Emergency
Response
Organization Quarterly Drills (09/1/96, 11/13/96, 12/04/96).
The plan will also be testing during the Oconee Nuclear Site Emergency Response Organization Annual Exercise on 09/17/96.
Final implementation of these corrective actions will be achieved by 03/01/97.
