t l The following information is provided in an effort to comply with the Board's request that Board members be kept timely informed of matters relating to the licensing of the Comanche Peak Steam Electric Station. No attempt is made by this letter to introduce evidence in any ;hase of either docket.t

1. On Thursday morning, February 7,1985, the NRC Staff and CASE representatives met in Arlington, Texas to discuss technical issues raised by CASE before these Boards which CASE felt should be 1

Administrative Judges March 21,1985 Page Two considered by the Contention 5' Panel. On the afternoon of the same day, the NRC Staff met with the Applicants' representatives to discuss 4

hearing and licensing issues relating to Comanche Peak. These-meetings were transcribed and are the subject of a Staff Board Notification dated March 6,1985.

i 2. On February 26 and 27,1985, a meeting was held at Comanche Peak to provide an opportunity for the NRC Staff and the Applicants to discuss the Staff's review of the design of piping and pipe supports at i Comanche Peak and "the Applicants' program for resolution." This

meeting was also transcribed and copies were made available to all parties under Mr. Burwell's letter of March 6,1985. Several CASE 4

representatives were present during this meeting.

I 3. A meeting was held at Comanche Peak on February 28, 1985 between representatives of the NRC Staff and the Applicants to discuss the status of the Applicants' Comanche Peak Response Team (CPRT) efforts in responding to the NRC Technical Review Team (TRT) findings in the electrical / instrumentation area. A transcript was made,

a CASE representative was present, and a copy of the transcript was delivered to the parties pursuant to Mr. Burwell's letter of March 6, ,

1 L 4. On Wednesday, March 6,1985, a meeting took place at Comanche Peak for the NRC Staff to meet with the Applicants on the CPRT's civil / structural action plans. A CASE representative was present and again, a transcript was made which, according to our records, has of 4 this date not been the subject of a Board Notification.

f 5. On Thursday, March 7,1985, a meeting took place, again at Comanche Peak, involving the NRC Staff and the Appilcants' CPRT to discuss the l Applicants' program plan for responding to TRT concerns on "me-(' chanical items." A CASE representative was in attendance and a i transcript was obtained.

l 6. On Thursday, March 14, 1985, the CPRT ' representatives met with Cygna Energy Services at Cygna's offices in San Francisco to obtain from Cygna their concerns in connection with design issues. A CASE representative was present and the meeting was transcribed. I have

agreed with Mr. Noonan that Applicants will make that transcript available to you when it is completed. .

i 7. Since the last scheduled telephone conference with the Board, the Staff

. has published Supplement Nos. 7 and 8 to the Safety Evaluation Report l Related to the Operation of Comanche Peak.

[ 8. Also since the last hearing before this Board, the Applicants have made j several changes in the Quality Assurance / Quality Control management

Wells of Duke Power Company and Mr. David M. McAfee and Phillip E.

Halstead of the Daniel International Corporation in the positions of Director of Quality Assurance, Manager of Quality Assurance, and Manager of Quality Control, respectively. Mr. David Chapman and Mr.

Antonio Vega have been reassigned to non-nuclear positions within Texas Utilities Electric Company. In addition, Mr. Ron Tolson has voluntarily resigned from TUGCO to accept employment with a con-sulting firm in the Dallas area.

9. As was reported at the meeting of February 7,1985, described above, the scope of the CPRT's efforts have been expanded to consider the issue of design adequacy at Comanche Peak. Mr. Howard Levin of the Tera Corporation has been assigned principal responsibility for this effort. In connection with the on-going reviews of design adequacy issues,it is our understanding that the Boprd has temporarily suspended further action on all pending matters . This would include con-sideration of Applicants' Summary Disposition Motions. We also under-stand and agree that this suspension should necessarily include a deferral of any responses to the motions by the Staff and CASE pepding completion of the Staff's on-going work related to these issues and Applicants' responses thereto.

The CPRT is actively engaged on a full-time basis in developing action plans to respond to the Staff's Supplemental SER's as they are received. We remain f

hopeful that this effort can be concluded within a short ti9 ollowing the general time frame for action as recently outlined by the Staff. We will attempt to timely keep you apprised of related matters as they occur in the future.
