1984 CATAWBA EXERCISE February 15-16, 1984 SCOPE AND OBJECTIVES I.

Scope The 1984 Catawba full-scale exercise is the initial test of the onsite and offsite plans and a part of the 5 year effort to test all aspects of the Station Emergency Plan and Corporate Crisis 14nagement Plan, while testing a major portion of the plans each year.

The 1984 exercise will test the ability of Duke personnel to work together in assessing and responding to a simulated radiological emergency from the control room, TSC, OSC, and Crisis Managenent Center (CMC).

The public information aspects will be tested through activation and use of a joint

News Center.

Coordination between Duke Power Company and offsite emergency planning officials will be tested. The Alg_rt & Notification System in the 10 mile EPZ will be activated during the event, following protective action recommendations from Duke and assessment by the local counties. Planning for recovery and deescalation will be included in the exercise.

The exercise will be conducted over a two day period with an administrative

" hold" placed on activity during the evening of February 15. A critique will be held on the afternoon of the 16th.

Certain parts of the plans will not be tested this year. These carts are as follows:

1.

The Post Accident Sampling System is not yet operable and as such will not be a part of this exercise.

2.

The annual medical and fire drills will be conducted separately from the exercise on February 14, 1983.

The medical drill will be held in the morning and the fire drill that evening.

II.

1983 EXERCISE OBJECTIVES (DUKE POWER COMPANY EMERGENCY ORGANIZATION)

The following specific objectives will be reviewed by exercise evaluators:

1.

Emergency Management a.

To demonstrate the ability to alert & notify TSC & OSC staff and to activate the TSC and OSC facilities.

b.

To demonstrate the ability to activate the CMC and CNC.

c.

To demonstrate the ability to declare emergency classification in accordance with the Crisis Management Plan (CMP) and Station' Emergency Plan.

d.

To demonstrate the ability to provide security access control to the station, CMC, and CNC.

e.

To demonstrate management direction and control in the emergency situation.

f.

To demonstrate effective management and worker interface amongst Duke facilities, and between Duke and offsite officials.

g.

To demonstrate adequate capability for assembling station personnel in an emergency and to provide accountability for any not present at the assembly locations.

h.

To test communications between emergency facilities including outside lines, plant extensions, ringdown phone and the radio system. This test will include adequacy (quantity & quality) and operability of the instruments as well as the ability of personnel to operate the equipment.

i. To demonstrate adequate capability in those functions that are outside normal work activities. This includes technical briefers, public spokesman, special assistance coordinator / field teams, and local agency liaison,
j. To test the adequacy and operability (where appropriate) of emergency equipment / supplies including:

1.

Field team kits, vehicles, and communications.

2.

Dose assessment coordinator's kit.

3.

HP/Radwaste emergency kits.

4.

Plant data display kit.

k.

To test Crisis News in its ability to:

1.

Prepare accurate and timely news releases.

2.

Conduct joint news conferences.

3.

Work together with offsite PIO's in keeping the media "up-to-date".

4.

Keep its staff informed by periodic updates.

5.

Provide rumor control.

1.

To demonstrate precise and clear transfer of responsibility from the Shift Supervisor and Control Room to the Emergency Coordinator in the TSC to the Recovery Manager in the CMC.

m.

To demonstrate the ability to enter into recovery planning, consider deescalation and reentry, and to make appropriate reconnendations to offsite officials for the general public.

n.

To demonstrate proper use of the new message format and authenti-cation nethodology.

2.

Technical Assessment a.

To demonstrate the ability to transmit data in accordance with the

To demonstrate decision making in determining appropriate protective action recomendations, in a timely manner.
