1 On July 7,1995, Waterford Steam Electric Station Unit 3 submitted Licensee Event Report LER-95-002-00 in accordance with 10CFR50.73(a)(2)(iv) and i

10CFR50.73(a)(2)(x). This LER described a Turbine Trip and Non-Safety Related Switchgear Fire that had occurred at Waterford 3 on June 10,1995. During this i

event, an improper automatic transfer from the Unit Auxiliary Transformer to the Startup Transformer occurred. At the time the LER was submitted, the root cause investigation into the improper automatic transfer had not been completed. As a

result, an expected submission date of April 30,1996, for a revision to the LER was provided.

Waterford 3 performed as much testing on the bus transfer circuitry as was practical during the Refuel 7 outage. The testing that was performed did not reveal any anomalies. It was anticipated that the root cause for the improper automatic transfer 1

would have been determined by the testing performed during the Refuel 7 outage so that the LER could be revised. Plant Change (PC) 3448 is being prepared for implementation during the Refuel 8 outage. This PC will modify the bus transfer j

scheme and add monitoring to the transfer permissives. A complete functional test will be performed during the Refuel 8 outage. The information obtained from this testing will be used in completing the root cause investigation into the improper automatic transfer. LER-95-002-00 will be revised when the additional testing is completed. The Refuel 8 outage is currently scheduled to start in April of 1997.
